Feasibility Study of Transfer of Sexual Offences Forensic Examination Services from Police to NHS
Client: Department of Health, The Home Office
Lead contractor: Health Services Management Centre, Birmingham University
In collaboration with: Catalyst Consultancy
Description
The purpose of the project was to determine which body should be responsible for commissioning forensic examination services for the victims of rape and other sexual offences. We produced an Impact Assessment for the Department of Health and Home Office to show the implications of transferring responsibility from police to the NHS.
Services provided
Health economic input included data specification, collection (through questionnaire survey tool), liaison with national and local services, site visits for case study, analysis of results, consultation with stakeholders in police and health services.
Highlights
This area of forensic medicine in sexual offences had previously eluded data capture, because of its highly specialised and fragmented nature. We provided the DoH and HO with an evidence base that enabled them to make an informed decision about the future of this important service.
