A Strategic Review of Commissioning Nursing Home Places for Older People with Mental Health Needs (OPMHN)

Client: The South East Centre for Excellence
Lead contractor: Crystal Blue Consulting Ltd
Working with: Margaret McArthur and Richard Poxton

Description
With the rising cost of social care SECE commissioned this study on behalf of the 19 local authorities of the South East. The project involved the collection and analysis of the views and hard data from the 19 local authorities, several Primary Care Trusts, nursing home providers and national data sets. It provided the Local Authorities with benchmark data and an analysis of their performance, an understanding of the nursing home market and the forces at play, an outline of best practice in commissioning and a forecast of future demand and supply for each of their areas.

Services provided
Research, collating and creating databases, economic/mathematical/financial analysis, market mapping - demand / supply drivers, workshops, benchmarking & interpretation, activity & cost forecasting, presentations - SECE/ 19 LAs, reporting writing.

Highlights
The study shed light on a complex area. As one director of social services put it "this is exactly what we needed, at last we have a clear idea of what is going on." The study has led to closer working between some Primary Care Trusts, Local Authorities and nursing home providers.
